NEW FLAGGING PROCEDURES FOR 2011

From FIFA to CSA to OSA

Flag technique
 
It is recommended that an assistant referee holds the flag in his hand nearest to the field of play by switching hands whenever he changes his direction of movement so that the flag is visible to the referee at any time. When facing the field of play the flag should be in the hand closest to where the referee is positioned (this is normally the left hand).  When reaching a position level with the Penalty Area, and from there to the goal line, the assistant referee, when side stepping, will switch and carry the flag in his right hand. The flag should be raised using the hand that will also be used for the next signal in the sequence.  If circumstances change and the other hand must be used for the next signal the assistant referee must lower the flag and move the flag to the opposite hand below the waist.

 

OSA Conflict of Interest Guidelines for Referees

Before being appointed, an official should disclose any personal interests that could be linked with her/his prospective function. While fulfilling her/his task, an official shall avoid any situation that could lead to conflicts of interest.  Conflicts of interest arise if an official has, or appears to have, private or personal interests that detract from her/his ability to carry out the obligations as an official with integrity in an independent and purposeful manner.   Private or personal interests include gaining any possible advantage for her/himself, her/his family, relatives, friends and acquaintances

The following is a guideline (but is not limited to) for which games you should not officiate due to a possible perceived conflict

·         If you are a player, coach or team official (including assistant coaches, managers, trainers, etc.) in a particular league and division - you should not officiate in that division of that league;

·         If you have an immediate family member (spouse, son, daughter, brother, sister, parent) who is mentioned in 1) above, you should not officiate in that division of that league or

If you are a board member or on the executive of a particular club you should not referee in a game when a team from your club is playing a team from another club

TSL/TSSA FOLLOW UP, JUNE 15 2011

Good Morning Everyone,

Following up on my email of June 1, 2011.

Please be advised that as of June 15, 2011 it is confirmed that the Toronto Services Soccer League will not be affiliated with the OSA.  As a result, the TSSL now forfeits all of its entitlements of membership with the OSA.

OSA registered referees may not officiate/assign or take any part in TSSL games.  If a referee officiates a game in the TSSL, she/he will be subject to the following disciplinary action:

First offence        30 day suspension
Second offence        3-6 month suspension
Third offence        1-2 year suspension

The league is no longer part of the OSA's insurance policy and the OSA's Insurer has been advised. 

TSSL teams are no longer eligible to play in any OSA sanctioned tournaments or exhibition games.  Clubs affiliated with District Associations are no longer permitted to play games against TSSL teams.

Please inform your clubs accordingly.

 

TWO IMPORTANT PIECES OF INFORMATION

Good Morning Everyone,

If you have not sent in your registration yet, please be aware that Canada Post is in a strike position as of Midnight Thursday June 2.  Please fax or scan the application.  Fax to 905 264 9445 or scan to referee@soccer.on.ca

 

 

April 20, 2011 - Attention Referees: 
Please be advised that as of April 22, 2011 your account will be disabled on Ref Centre E2E if you have NOT registered with the the OSA for the 2011 Soccer Season.

Calling all female referees!!
 

You are invited to take part in a focus group geared to female referees of all ages and stages.  It will be held as part of the OSA AGM on Saturday, April 30th from 1pm-4pm at the Hilton Garden Inn, 746 Old Hespeler Road in Cambridge.
 
Phyllis Berck  from CAAWS - Canadian Association for the Advancement of Women In Sport will be our guest speaker.
 
Help us answer some questions about what issues you are facing both on and off the field and share your successes and your challenges, but more importantly, take this opportunity to connect and network with your peers.
 
We want to hear what you have to say!!   so mark this date on your calendar.

Please try the LINK that you received in your emails again . . . . there was a transposition of letters inside the link.  If you have not received your registration email today, please be patient as they are going out in batches.

Do not call the office, but please feel free to send an email if your registration still is not working. 

Another issue is that when you are "FINDING ME", to find your file, it is "looking" in the wrong location - this we cannot fix until tomorrow.  I thank everyone for their patience.

There is a saying that goes "the best laid schemes of mice and men" - which comes from a Roberts Burn poem from 1786.  This means "The most carefully prepared plans may go wrong."  and today they are . . . . .  

We are finding that the link from the Referee Registration Page is intermittently crashing . . . our IT Department is enroute to our office (320pm Thursday) and we will attempt to get this fixed as soon as possible.

We also have referees asking for their passwords - we CANNOT provide you with your password as it is an encrypted file.  If you have forgotten your password, please click on the FORGOT YOUR PASSWORD button.

We are attempting to deal with the issues in a timely manner, please do not call the office, but we welcome your email so that we can track, in paper form, the issues you are all facing.

We apologize for any inconvenience.

2011 Referee Registration

The registration process is starting for the 2011 season - Please be advised that the Returning Referee Emails are being sent out in a staggered timeline.  You will be receving an email from Ontario Soccer through a program called Constant Contact - it will look like an online newsletter.  As with all technology, there may be glitches, if you hit a glitch, please email Lyndon Hooper, lhooper@soccer.on.ca and report the issue.  We will attempt to respond to your issues within 48 hours.  Mail in forms will be available by end of day, Mar 2, 2011.  Please go the REGISTRATION INFORMATION PAGE for more details and links to the documents.
