INFORMATION ON PLAYER EQUIPMENT
We recently recieved a query regarding METAL CLEATS. Here is the CSA / OSA official response.
Match Officials are reminded that Law 4 states: “A player must not use equipment or wear anything which is dangerous to himself or another player (including any kind of jewellery)”
· All items of jewellery (necklaces, rings, bracelets, earrings, leather bands, rubber bands etc.) are strictly forbidden and must be removed. Using tape to cover jewellery is not acceptable.
· Undershorts, where worn by players, are to be of the same main colour as the shorts.
· Match Officials are also to incorporate a footwear inspection into the pre-match safety check of players’ equipment. This will take place in the tunnel immediately prior to the game.
Boot manufacturers have recently been experimenting with designs and some of those designs give cause for concern. The use of blades on the sole of the boot is an example of such concern.
Please review the following guidelines:
“When inspecting footwear officials are to be alert to the possibility of the edge of the blade developing rough areas on either the plastic or metal used in their construction.
These burrs are very sharp and have been the cause of lacerations on opponents. If match officials are concerned over the condition they should refuse to sanction their use until they have been made safe.
If evidence emerges during the game e.g. torn stockings, lacerations, you may wish to follow up the inspection with the player(s) concerned during a stoppage.”
Referees are to report any instance where the kick-off has been delayed, as a result of the footwear inspection.
And from the Code of Practice for the National Competition:
Players Equipment
You are reminded of the requirements of Law 4. NO jewellery; that includes rings, bracelets (except medical alert bracelets — which must be either made of Velcro or similar soft material, or covered with a sweatband), earrings, necklaces, other visible body piercing, etc. The practice of taping jewellery is not acceptable.
Ensure that you carry out a thorough equipment inspection BEFORE each game. This inspection is to include footwear and you should be alert to the possibility that the edge of blades or studs may develop rough edges on either the plastic or metal used in their construction.
Undershorts (slide pants or spandex) are to be the same main colour as the shorts. Where long sleeved undergarments are worn under short sleeved shirts the sleeve of the undergarment MUST be the same main colour as the shirt sleeves. Players not complying are not to be allowed to enter the field until the equipment conforms to Law 4.
Fourth Officials are responsible for ensuring that the substitutes equipment is checked prior to his or her entry into the field of play.
TSL/TSSA FOLLOW UP, JUNE 15 2011
Good Morning Everyone,
Following up on my email of June 1, 2011.
Please be advised that as of June 15, 2011 it is confirmed that the Toronto Services Soccer League will not be affiliated with the OSA. As a result, the TSSL now forfeits all of its entitlements of membership with the OSA.
OSA registered referees may not officiate/assign or take any part in TSSL games. If a referee officiates a game in the TSSL, she/he will be subject to the following disciplinary action:
First offence 30 day suspension
Second offence 3-6 month suspension
Third offence 1-2 year suspension
The league is no longer part of the OSA's insurance policy and the OSA's Insurer has been advised.
TSSL teams are no longer eligible to play in any OSA sanctioned tournaments or exhibition games. Clubs affiliated with District Associations are no longer permitted to play games against TSSL teams.
Please inform your clubs accordingly.
TWO IMPORTANT PIECES OF INFORMATION
Good Morning Everyone,

You are invited to take part in a focus group geared to female referees of all ages and stages. It will be held as part of the OSA AGM on Saturday, April 30th from 1pm-4pm at the Hilton Garden Inn, 746 Old Hespeler Road in Cambridge.
Phyllis Berck from CAAWS - Canadian Association for the Advancement of Women In Sport will be our guest speaker.
Help us answer some questions about what issues you are facing both on and off the field and share your successes and your challenges, but more importantly, take this opportunity to connect and network with your peers.

Please try the LINK that you received in your emails again . . . . there was a transposition of letters inside the link. If you have not received your registration email today, please be patient as they are going out in batches.
Do not call the office, but please feel free to send an email if your registration still is not working.
Another issue is that when you are "FINDING ME", to find your file, it is "looking" in the wrong location - this we cannot fix until tomorrow. I thank everyone for their patience.

There is a saying that goes "the best laid schemes of mice and men" - which comes from a Roberts Burn poem from 1786. This means "The most carefully prepared plans may go wrong." and today they are . . . . .
We are finding that the link from the Referee Registration Page is intermittently crashing . . . our IT Department is enroute to our office (320pm Thursday) and we will attempt to get this fixed as soon as possible.
We also have referees asking for their passwords - we CANNOT provide you with your password as it is an encrypted file. If you have forgotten your password, please click on the FORGOT YOUR PASSWORD button.
We are attempting to deal with the issues in a timely manner, please do not call the office, but we welcome your email so that we can track, in paper form, the issues you are all facing.

2011 Referee Registration
The registration process is starting for the 2011 season - Please be advised that the Returning Referee Emails are being sent out in a staggered timeline. You will be receving an email from Ontario Soccer through a program called Constant Contact - it will look like an online newsletter. As with all technology, there may be glitches, if you hit a glitch, please email Lyndon Hooper, lhooper@soccer.on.ca and report the issue. We will attempt to respond to your issues within 48 hours.
